E-Registration of Leave and Licence Agreement

e-Registration was introduced on 2nd Feb 2014. Registration and Stamp Department, Pune Maharashtra State Government has introduce the E- Registration module for the citizen to register the leave and license agreement online from anywhere any-time, without visiting Sub Registrar offices.

The facility to register document from anywhere any time as convenient to citizen, without visiting the Sub-Registrar Office is called e-Registration.

There are various benefits of e-Registration which are as follows;
a) Citizen can prepare his own document from any where any-time, having internet facilities.
b) Citizen can submit the document for registration (24x7) any time.
c) Citizen does not require visiting to the registration office for registration of document.
d) It is not necessary for all parties signing the document to be present at one time or one place.

To register the document through e-registration you should have the following things with you.
i) Internet Connection
ii) Thumb Scanner / Finger Scanner (biometric device) as per the specification given by the department.
iii) Web Camera
iv) Printer
v) Unique Identification ID (Aadhaar Card) of all the parties along with identifiers.
vi) Stamp Duty and Registration fee applicable to the document should be paid online only (by e-challan / simple receipt) through GRAS Portal.

Note: Document will be registered in the template / format provided by the department.

Department has also authorized select Common Service Centres (CSCs) in the state to provide facility of e-Registration people can do e-Registration through this Agencies " Maha e-Seva Kendra ", Common Service Centres (CSCs) which are paid services.

Department has also trained these Authorized Service Provider (ASP) for the people who can avail this service at nearest outlet, where one can walk-in for e-registration or one can even avail this facility at your door step, as per your convenience time, which are paid services.

The procedure for register of Leave and License Agreement through e-Registration which is explained step by step;

Visit the website www.igrmaharashtra.gov.in heading title " Online Services " and in the link ‘e-registration for this purpose.

Click on e-registration of Leave and Licence option " L & L " under the heading ‘Online Service's of website

Select the view which is compatibility to view.

Select the district where the property is located from the New " Entry Column " out of which at least one letter in capital, one special character and one digit e.g. Esdrr@0987 or 12# QWRTY

Re-enter the pass word again to confirm.


Now enter the details of the property and after completing the necessary details click on " SAVE " Button.

The 11 digit token number will be display on the right side of monitor screen.

Note: Please note down the 11 digit token number on paper. Pop up message " Property added successfully " chose the “Next Part Details” option.


Citizen has to choose the ‘Licensee Category and input details of licensee of the property (person taking the property on leave and license basic on temporary period)

Input correct Aadhaar Card No. (UID) * Compulsory

Click on the ‘SAVE’ Button

Pop up message “Party Added successfully” if there are more then one licensee then choose ‘Licensee’ option, repeat the same process, after entering details of each licensee Click on “SAVE” button.


Citizen has to choose the ‘Licensor Category and input details of licensor of the property (person renting the property on leave and license basic for temporary period)

Input correct Aadhaar Card No. (UID) * Compulsory

After entering all the details of Licensors, user has to input the information related to the identifiers.

Two Witness cum identifiers are required for each party executing the document for identification, but the can be common with other party.

Two Witness cum identifiers are compulsory having there Aadhaar Card (UDI) who will identify the Licensor and Licensee executing the Leave and License Agreement.


Citizen has to enter details of witness cum identifiers as per following action

Click on ‘Add Identifier's details in Party Type.

Select the party to whom the identifiers is going to identify In put all details of Identifier correctly and UDI (Aadhaar Card) Number is compulsory as mentioned in it. After inputting all details of the identifiers click on " SAVE " button.

Pop up message " Identifies Added successfully " chose the “Add another Identifier” and input all the details of second identifier as per above process.


After entering the particulars of property, parties and identifiers relating to document click on " Add rent and other term's "


In ‘Period’ mention the period of lease agreement in completed months. This period should not be more than 60 months.

In the ‘From’ column, taking the help of calendar, enter the date from which the lease agreement will become/has become effective. This date should not be more than 4 months later than the date of signing the leave and license agreement.

If you have already paid the amount by e-payment, mention in the Stamp Duty and Registration Fee columns the received Government Reference Number (GRN) and payment Date; or else use the " pay now " option and remit stamp duty and registration fee online.

Click " verify " button and ensure that you have made the payment.

In the column ‘Deposit Executed At location mention the location / Village where the document will be executed.

In the column " Deposit (Refundable/Non-refundable) " if you enter the amount, you will see the Payment Details of Deposit column; enter information about deposit in it. If deposit is not included in the transaction do not enter any thing in the Deposit column.

If you click on the " + sign " in the select terms and condition's box the conditions of liability relating to Maintenance Charges will be seen. Read them carefully and select the condition for your agreement. It is compulsory to select any one condition.

After selecting conditions of maintenance charges, click the ‘View the selected terms & condition's button and view the selected conditions.

The information about property, parties and identifiers filled in by you and the conditions selected for maintenance charges, is used for preparing your document.

After selecting conditions click on ‘SAVE’ button.

Draft Document

After getting a message ‘Submit successfully click on ‘View draft document. The draft document of leave and License agreement prepared on the basis of information entered by you will be seen. Read this document carefully.

If you wish to make corrections in it, do necessary corrections by using "Back" button.


Once you feel satisfied that the document is according to your expectations, click on the " Execute " button. Read the message that appears after that. If all parties show agreement and indicate readiness to execute the said document and admit it, then click “OK” button.

After which you will be able to see the list of names of all parties to the document and names of witnesses. Select a party one by one and take their photographs and then with the help of thumb scanner take thumb impressions. While taking photographs and thumb impressions take care that the full face and full thumb of concerned party is visible. Complete this entire process in the presence of witnesses and identifiers and after that also take the photographs and thumb impressions of concerned witnesses and identifiers.

If so desired, the parties can use their digital signature for signing the document.

After taking UID Number (Aadhaar No.) and thumb impression of each party and identifier, click on " Validate " button; after that the e-registration software will verify this information from base server.

Submission of Document for Registration

Then click on " submit " button. Your document will be submitted for registration to the Sub-Registrar of the Department of Registration.

If you log out / are logged out before submission, you submit again by entering the 11 digit token number and password in the column Modify Entry.

Before execution you can correct the document by using the Edit Facility.

After submission of the document you can view the present status of your document by selecting option " view statuses "

Registration of Document

The sub registrar will examine the document submitted to him. If there are any deficiencies, he will mention them. You can see them through the medium of " View Status ".

After fulfilment of deficiencies, the Sub-Registrar will give his decision on the document.

If the document is found eligible for registration the sub registrar will register the document. You can download the registered document receipt and Index-II of the same.

The sub-registrar is accepted to give his decision on your document by the next working day of submission of the document for registration.
